alt="" width="232" height="175" />Costa Rica its an a good moment to sell bonds abroad and thus improve the terms of their debt.
Other nations, with credit ratings similar to those of Costa Rica, Brazil, Chile, Mexico, El Salvador, Colombia and Panama, have managed to place long-term bonds with lower rates than those being achieved by selling Costa Rican Government these instruments at home.

One factor that helps is that Standard & Poor’s revised down the U.S. sovereign rating, which has turned investors’ appetite for other countries such as Latin Americans.

The Mexican government, for example, last year placed a value with a term of 99 years, which expire in 2110 and by which pays interest of 5.75%.

In Costa Rica, the Ministry of Finance canceled an average yield of 6.16% for a bond in dollars maturing in 2025 and 9.54% for a value in colones, which expires in 2015.

Currently, the Costa Rican government can not sell bonds abroad as it has no legal permit.

This week, the Economic Affairs Committee of the Legislative Assembly approved a bill that allows the Executive to sell securities up to $ 2,000 million abroad in terms that range between five and 30 years.

Also, in days gone by rating agencies Standard & Poor’s and Fitch Ratings kept him the note to the government debt as a debtor, which is another favorable to any foreign placements.

Could benefit. A banker and an economist polled believe that if the project is approved, the country could get several benefits.

“Latin American countries are taking to improve the management of its external debt, have savings in financial costs and relieve pressure on the domestic market (because when the government sells bonds in the country takes away resources to the private sector and encourages an increase in interest), “said the manager of BAC San José, Gerardo Corrales.

This official estimated that for every 1% that goes up the rate in colones, families with loans must spend 2.5% more of their income to pay their debts.

For his part, economist Alberto Trejos said that the fraction of public debt is issued in dollars is so low, and reserve levels so high, that would be viable (if Congress approves) placing debt in foreign currency abroad.

“That enables extended periods, lower rates and, above all, ease the dredge that the placement of public debt in the domestic market imposes on the uptake of the national productive sector credit,” he added.

The problem, highlighted Corrales, is that this debt is to pay current expenses (such as wages) and not for investment.

From the Treasury. The Finance Minister Fernando Herrero, recognizes the benefits that this alternative, and said he did not fail to promote the project.

“From the beginning, the Government has urged the Legislature on the importance of this project (…). The plan is called and we have never ceased to promote it because we know the benefits and is of importance at this time for the country, “consulted responded to why the Government has not pushed more by this plan.
